The Developing-8 (D-8) Health and Social Protection program is the health arm of the Developing-8 Organization for Economic Cooperation. A foremost multicountry partnership representing 8 emerging economies: Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan, and Turkey. The D-8 countries make up a combined population of approximately 1 billion and 13% of the World’s population, home to about 60% of all Muslims.


The eight countries cover an area of 7.6 million square kilometers and 5% of the world’s land area. Since its inception, the Developing-8 aims to improve the member states in the global economy has seen considerable success in sectors such as trade, agriculture and food security, energy, transportation and industrial cooperation, with a suboptimal impact on the human capital development of all D-8 citizens.

In 2016, a Nigerian citizen, and Public Health expert, Dr. Ado J.G Mohammad initiated and designed a concept for Human Capital Development, that guarantees the inclusiveness of all citizens of member countries especially the poor and vulnerable, and ensures access to improved healthcare and social protection for all and presented the concept to the D-8 Council of Foreign Ministers meeting in Antalya in November 2018.

 

The concept for the Health & Social Protection (HSP) The program was approved and launched during the 41st Commission and 18th Council of Foreign Ministers meeting, held in Antalya, from November 1-3, 2018 as a response to the suboptimal health outcomes, poor quality of life and inadequate protection from financial risk for citizens in the bloc.

 

In November 2018, the D-8 Secretary-General appointed Dr. Ado J. G. Muhammad as his Special Assistant and subsequently the first Global Director to head the D-8 team. The D-8 HSP drives the Health and Social Protection program of the D-8 which centers on human capital development for improved health and living standards of its members, in a way that programs accelerate the attainment of the sustainable development goals (SDGs 1, 2 & 3) of Member Countries by 2030.

On 21st January, 2020, The Nigerian President, President Muhammadu Buhari, GCFR, represented by the Minister of State for Foreign Affairs, Ambassador Zubairu Dada, officially approved the operations of the D-8 HSP in Nigeria on the 21st of January 2020. The occasion was witnessed by the D-8 countries’ ambassadors in Nigeria, development partners like the World Health Organization, the Islamic Development Bank, and the media. It was a memorable event and a key achievement of the year
for the entire D-8 Organization, and the HSP team.


The Country Partnership Agreement recognizes the D-8 Health and Social Protection (HSP) program as an International Government Organisation in Nigeria. This allows the program to establish an office and leverage logistical and technical support provided by the Nigerian government (FGN). The signing of the CPA signifies Nigeria’s strong commitment to improving health and social protection for citizens across D-8 member countries.

Our strategic roadmap, D-8 HSP Strategy Plan 2021 – 2025, hinges on a well-defined framework encompassing strategic goals, approaches, operating principles, and team structure. This meticulous design is geared towards ensuring the effective delivery of our overarching vision: a healthier and more resilient D-8 community. In line with the timeline for the implementation of this strategic plan, we have honed our focus on three cross-cutting strategic goals. These goals, drawn from the 7 pillars of the HSP Programme, serve as catalysts with ripple effects across the entire spectrum of our initiatives.

Our goal is to grow inter D-8 health trade (therapeutic goods, services, and technologies) to 10% from 4% basal levels and to improve healthcare markets so they deliver for all, in a way that people can access better care, live healthier lives, and reach their full potential.

Innovative Financing

Our goal is to increase domestic health financing by 10% in 5 years through advocacy for the allocation of a greater share of government budgets to health and the deployment of innovative financing tools to complement traditional funding. Our Umma Zakat Fund is an initiative of this pillar
